lug nuts. Hex size

I got an awesome new 2-piece lug nut wrench from japan.
The wrench is for 21mm hex nuts.
My wheels are aftermarket from the PO.
The lug nuts on there now are cone/tapered with 19mm hex.

Which hex size was on there to begin with?

I went and looked carefully at the wheels.
The wheel stud holes are counterbored then finished with the cone seat.
My new wrench is too wide to fit into the counterbore. To use it I'd not be able to slip it completely over a lug nut.
maybe that does not matter.
