Loose wire under steering wheel & OEM faint cassette issues - 1994 HZJ73

I installed some LED lights this afternoon and while I was installing the upgraded relay for the flashers, I noticed there was a random loose wire flopping around under my steering wheel. Any ideas what this might have / be for?

On a modestly related note, I decided to put off installing an aftermarket head unit (too many bigger issues) and embracing the cassette life. I already stocked up on my cassette collection, so you can only imagine my disappointment to find out that my cassette player only sort-of works. The sound on the radio is great for the two channels I can receive, but when I pop my cassette tape in, the sound is super faint. It gets a little louder after a minute or so, but still not great. Has anyone else dealt with this?

Removing the radio looks like a drag. Do you actually have to remove the whole dashboard to get at those screws?

I think you have to remove 6 or 8 screws to get at the radio and cassette bracket screws.
Consider buying a 24V head unit that is just a radio with bluetooth. Play music from your phone.
A very easy to find Toyota stereo adapter will let you connect right to the current wiring.
