I am replacing the bolt on the rear wheel hub after they got the beating from hell to loosen the stupid cone washers....

But should I lube or loctite tje new bolts?

If it was me. I would most likely loctite them. Having the stud spin out while trying to remove a nut is no fun.
 
I would loctite the embedded portion, torque to spec, and smear a dab of copperease on the exposed thread to avoid cross contamination.
