Legal in California?

Currently in the process of looking at an imported turbo Diesel kzj78 1993, and am wondering about the possibility of registering it here. I’ve seen it can be tricky to register it based off the person at the DMV. Say I get a bad person, is it as simple as going to a different dmv/ different person or would that be remembered if something goes wrong?

If it goes wrong and they have input any info in the computer you are tagged and that vin is a no go in ca for a long time .
