Having worked in Russia for many years, I found 'completely sober' has a vastly different meaning than that in the US. My guess is the hunter shot at what they thought was a running elk, or actually was a running elk, without noticing the Land Cruiser driving on the highway a mile down range. This same crazy stuff happens in the US.
