Key Fob/Head Keyless for Entry Replacement for 1999 Land Cruiser Cygnus (JDM)

Any thoughts on how to get a fob/head for keyless entry for a 1999 Land Cruiser Cygnus (JDM)? I called one of the local Toyota dealerships, and they said they couldn't help me without a VIN. I obviously only have a frame number, which they said they couldn't use.
