Just Purchased LC Question on items that need to be fixed

I just purchased a high mile (270K) Land Cruiser (98) that needs the following:

Rack and Pinion
Lower Ball Joints
Bell crank unfrozen/E Brake shoe replacement

All three items are causing me to fail the state inspection before I can get the LC registered. It needs new shocks but at least it didn't fail on those but that will be on the replacement list. On the Steering rack i will have this done by someone as I don't want to work on it after reading a few threads. It apparently is leaking so PS fluid as well as being too loose/worn. I'm planning on fixing the Ball Joints and the Bell crank myself if possible.

Lower Ball Joints: It seems odd both are bad so I wanted to check them out as it looks like to replace them OEM you have to replace the entire lower control arm. For the parts it is over $500 for both how do I tell if these are actually bad? If I just put the tire in the air and grab 12 and 6 o clock is that how it is determined? Isn't this the same way to check the wheel bearings?

Bell Crank : So the e brake goes up and down freely with no friction or holding. I have looked at the Bell/crank and they do seem pretty rusted. Is it best to free these or to just replace them? Is the cost very high to put in new ones?

I got the LC for cheap enough and knew of these issues but the more I save on items that are not necessary the better.

Ok those links helped thanks. So I jacked up the front and there was a little movement at 12 and 6 o'clock but it looks to be the wheel bearings need to be adjusted or are worn. But the lower ball joints still have the rubber boots in tact and don't seem to move or wiggle. Is there a better way to test these as the dealer is telling me they are worn enough to not pass safety inspection. Thanks
 
Question: what is your end goal for this rig? Trail, daily driver, combo trail and daily, soccer van?
If you're going to go trail, start doing the mods now and call it done. I'm mostly referring to suspension components.
 
Occasion off-road/camping but mostly daily driver. I'm thinking either replace socks with factory or maybe do a ome 1.5 lift
