I am sure most people here know better than me what a Military Wrap is and what it's for. I think this is what it's for. Chime in if I am wrong.

I recently bought an 82 FJ40 and it it's a survivor almost totally original and rusty as can be..

When I picked it up it was listing to port pretty heavy. I figured some cruiser lean but once I got home I realized it was much more dangerous than that.

The rear driver side leaf spring was broken in 2 places in the leaf that would wrap around the bushing.

What I understand is the military wrap keeps the leaf spring on the pin if the primary Leaf breaks. Which is good from what I hear

Needless to say she went on jack stands shortly after for some new suspension.

When I realize I was flying down the 75 at 65 mph with a leaf like this I thank God and Toyota I made it home.

Exactly!

My understanding is that the "wrap" is the second leaf. It wraps all three way around the top leaf which is where the pin attaches.

It is a little hard to tell from the pictures but the top leaf eye is broken so with out the second leaf as a safety the leaf spring could have come loose from the truck once the top spring eye broke.
