Is my voltage regulator going nuts?

I also pulled the ignition switch totally apart. It's a fairly simply device with a copper plate with keyways and contacts protruding.

It still had what appeared to be the original grease inside, but also had some corrosion.

I cleaned it with a vinegar and salt solution until it was shiny like a new penny, then lightly greased and reinstalled.
 
Fixed the issue.

There were a couple loose connections at the alternator which i repaired and repinned.

Then I shot all the associated wiring with a DVOM and measured resistance, voltage etc. It all seemed to be working appropriately, but my battery still wasn't being charged properly. I wound up having to also adjust voltage regulator very slightly, so that my battery is receiving 13.5v during operation.
