In fact, each of the Mexican states that border the U.S. got either “exercise caution” or the more serious “defer nonessential travel” warnings from the State Department. The biggest trouble spots: The state of Sonora (home of Nogales, Puerto Peñasco, Hermosillo, and San Carlos) was called “extremely dangerous for travelers” for its drug- and human-trafficking activity, and the state of Tamaulipas (which includes Matamoros, Nuevo Laredo, Reynosa, and Tampico) got perhaps the State Department’s most explicit “stay away” order for its rampant violence against and kidnapping of American citizens.
 
You didn't quote the most important part;

U.S. citizens visiting Puerto Peñasco should use the Lukeville, Arizona/Sonoyta, Sonora border crossing, and limit driving to daylight hours.

Biggest difference is you can carry a weapon to protect yourself in LA and not worry about the State department working on getting you home. From what I've seen Mexican prisons are not a place you want to be locked up.

Besides driving in daylight I think traveling in a caravan is just as important. Safety in numbers.
 
Guess you can add not safe to buy property. Saw tonight on the news a retired woman lost her $325K condo she paid cash for in Rocky Point. Guess some Mexican workers sued for wages they didn't get. Believe the amount was $7,000. Mexican judge awarded the workers three condos for damages. So three Americans lost their retirement dream of a beach front condo. Guess the builder was from America but contacted stated any legal issues would be handle in the Mexican courts giving those people no chance of Suing the builder here. Not the first time I heard this happening. Too bad Americans can't stick together and boycott Rocky Point until the decision is reversed. Rocky Point starts losing the tourist dollar and things would turn around quick.
 
When we went to rocky point last year (non-holiday weekend), there was almost no one there. There was no one on the beach by the house we rented, and when we drove around, the streets were empty. It was weird. Had a good time though.
 
Baja, love Baja, pretty much only go to Baja....
never had any trouble in Baja.
Baja isn't the mainland, nothing else need be said :)
 
Just got back from playa encanto and playa el dorado, perfectly fine. We got there Friday afternoon and left Sunday night, so we could beat the boarder crossing rush. Over the boarder on the way in - minutes, over the boarder on the way out - minutes.
