Did you maybe torque them with anti-seize? I believe the book torque is for dry.

Shows up after cold start until it warms up. Will shock/pulse the brake pedal harshly when depressed and the RPM's will thud/drop for a split second but nothing noticed while the truck is moving. Here's what I tried so far... but problem persists

? There also didn't seem to be any issues this morning during the 10 minute drive to work with the hammer down. I am a master certfied toyota service consultant with Toyota for 15 years and the owner of a 2000 l/c with 205k on it. Be careful, some dealers will tell you to change the whole throttle body but the throttle position sensor is avaialble seperatly. I had one go out on mine but it failed more dramatically in that once it failed it stayed failed until I replaced it. Maybe this will help?
