Inconsistent Braking at Lower Speeds

As I approach a stop, under 10-15 mph, I am feeling the brakes grab and then very slightly release a bit - causing a minor rocking front/back as I come to a stop.

I am assuming slightly warped front rotors, but have had warped rotors before and never had this kind of symptom.

Thoughts?

That's because it's most likely the rears.

If the steering wheel shakes, it's the fronts. If it isn't shaking then it's likely the rears. The steering may only shake under harder braking but if it does it's pretty safe bet to be the front.
