Basically, does anyone have a pic of this section pre-WTF that shows this fence? Perhaps this would help lower the cost or possibly nullify the cost for this fella. I know some of you go there quite frequently.

Now, about the letter, that seems absurd they would do that. I mean, criminal charges? And the fence price appears to be overinflated as well, but I am not a fence guy, so I dont know.
