It's expensive but YouTube offers this as a service. Not sure about apps. I have seen a few here and there but I think they change all the time.
Harder to do on the IOS platform as Apple is more DRM orientated than Windows/Android. Most of the recent articles I've been able to see mention downloading on something else and then copying to your Ipad. If you go that route, I can recommend firefox webrowser and 1-click video downloader. Seems to work pretty well for me. You download the 1-click from Mozilla (firefox) store for free.
