HVAC Blower Motor Won’t Come On Until Warm (1 Viewer)

Hello all I have been trying to get to the bottom of this for quite some time scouring the internet and haven’t found a resolution. In the summer you can turn the fan on no problem always comes on. In the fall if its not too cold out comes on no problem. Cold mornings blower motor will not come on until the car warms up and even then it may not unless you turn it off and back on. Sometimes you can turn it off and on a bunch before it gets hot and it will come on. I have replaced the resistor and cleaned the fan and brushes. I thought there might be something telling it not to come on until up to temp but can’t find anything. Any help would be appreciated.
 
I suppose it doesn't matter which speed setting you use?

Take the fan out of the vehicle. Apply 12V to the motor to demonstrate it runs. Put the fan in your freezer (or leave it out in the cold) over night. Apply 12V to the motor and see what happens. This will help rule out whether it is a motor problem or something else.
