There is no locking ring, what you are looking at is the timing gear for the injection pump, and the bolt in the center holding the pump into it. the FSM says to put one breaker bar on the crank pulley to hold it in place to keep from rotating, and use another to loosen the nut. (2 man job)

Since i didn't have help available, i used a steel bar that i drilled and bolted between one of the pulley bolts, and the timing gear cover to keep it from rotating while i broke the nut loose with a breaker bar. there is a special service tool that does this. then reverse for re-installation.

then used a pulley puller that threaded into the 4 pump timing pulley bolt holes, cranked a bit of pressure onto the pump, and gave it a few light taps with a hammer and it popped right out.

be sure that all pulleys are in the same position when re-installing.
