my smaller outer boots have been weeping for a while. It's hard and gunky and I got a lot off with just a rag, but I believe they need to be perfectly clean before I can reclaim the new bands. Any ideas? What about shooting soon new grease under the lip? Is that possible?

not yet. i got the clamps and clean the shafts. I'm ordering the grease gun, needle adapter, and grease and will start the project during Xmas break.

I need to figure out a good way to remove the old crimped factory rings w/o damaging the boots. I'll crank the TBs after I release the boots from the rings, then pump in some grease, and reband them.

You can cut the factory bands (carefully) with a pair of small snips. Clean the whole area well before hand with simple green or similar.

Use the needle attachment to get grease deep into the boot. I used Redline synthetic CV grease. Others here have used Valvoline synthetic chassis grease. The only way to get the factory grease, it appears, is to buy the re-boot kit. And you'll get toothpaste-style tubes, not sticks.
