In the process of mending my hornless horn...both horns tested working fine so started at steering wheel and cleaned the horn buttons...when i press each horn button, this little black box (possible relay?) clicks, but no horn...any suggestions?

Check for power going to relay. I'd run a jumper across the relay to see if the horns will sound... If they will, you know the relay is bad for sure. I replaced mine years ago with a 30A headlight relay. Western Star Truck dealerships sell good 30A relays for about $3 each.
Looking at your pics closer, I'm sure that's a headlight relay also. I'd probably just replace it to rule it out.
