Hole in Rear Drivers Wheel Well

I did a rust repair on my driver side rear fender a couple years back, but the rust returned pretty quickly. I'm pretty certain it is starting from inside where the wheel well and fender are seamed together. In trying to figure out how moisture is getting in there, I see this hole in the wheel well. Is that hole supposed to be there? Is it supposed to be filled with a grommet?

Can someone poke their head in their rear drivers wheel well and let me know if they see a hole like that?

that hole is not supposed to be there, it looks like road debris punctured it.

Thank you for the reply. The hole is pretty clean so I couldn’t be certain it wasn’t supposed to be there, so wanted to confirm before I just plugged it up.
