front passenger and driver side wheel well

Exposed fog light on the passenger side, is this missing some sort of cover, does not seem right?

That's just how they are brother. At least it was on both my 100's.

I was just going through the questioning process on this as well. Looked under there after going through mud and I have a big chunk of mud all over the fog lights. It seems there should be something there.
