Can someone please tell me what the single blue wire that comes out of the back of the plug is for?

Possibly where a radio noise filter cap would plug in. Is it a female bullet connector?

Above is the regulator on my 1979 BJ40 with the radio-noise-suppression condenser/capacitor fitted.

But in truth I don't have any noise problem (other than that eminating from my diesel engine) when listening to my radio with or without that capacitor fitted.

That capacitor (acts as a noise suppressor) is only useful for radio's with AM reception.
FM reception is not bothered with the "noise" from the Voltage Regulator.
