I've been helping my brother in law get his HJ45 started. Lots of cleaning, priming fuel, etc. We finally figured it out and I thought I'd share for anyone experiencing the same issue.
The stop button connected to the engine stop lever on the governor was pushed in, but apparently there is a spring inside the governor that keeps the valve open (item 14 on page 3-23 of the shop manual). I think this spring is broken. We zip tied the lever in the forward position and it finally started.
