Hitch reciever rust question

My hitch receiver has some kind of plastic coating thiat is flaking off and some cases coming off in sheets. It looks like it is 3-5 layers thick. Underneath the coating there is a lot of rust but the metal is not comprised. Should I be worried about this rust? Can I just spray it really well with rust oleum or do I need to take the whole hitch receiver down grind it to the metal and then apply many coats of rust oleum primer and then paint?

Let it rust. It's a hitch. If that doesn't work for you, you could always remove it, have it sandblasted and then plasti-dip it. My personal preference would be to have it chromed though.

And yes you could just hit it with some rust-oleum.

Should be plenty to do your hitch.

Be sure to top coat it (paint not plastidip).

I figured you all would say that. The reason I asked was... I was in the process of taking the hitch off and I got all the bolts out except the one that is above the muffler. The one that dosent have a captive nut. The one that is rusted together. The one that you really cant get to with a sawzall or a grinder. So now I am wondering how to get the darn thing off.

On a brighter note, if you ever see a thunder cloud metallic cruiser ( I think mine is thundercloud... the color changes depending on how the sun hits it) with a bright blue step bumper and soon a bright blue hitch...it's me. Usually I am on 270- capital beltway, I-95 and I-70 but you might see me anywhere
