Usually "loctite"or threadlocker is a liquid you apply right before installation. I've never seen it pre-applied on a piece of hardware so I would guess anti-seize or maybe just paint to protect the threads from rust. You now have the perfect excuse to get the metric tap-and-die set you've always wanted. A die will will clean the threads up very easily but I might try a wire brush first to see if the junk will come off without that much effort.

A shade-tree cheap-trick would be to buy a nut that is threaded for the bolt size and pitch. Put it in a vise and then crank your bolt through it. If that is not enough cleaning action you can cut a slot in one half of the the nut, compress it a bit with the vise and then run it through again.

no lie those bolts on the tie down are tuff sprayed them with k&n anybody got any other suggestions on getting there bolts loose? hows about an air rachet?
 
Bad azz, use PB blaster, it’s sold at Napa auto parts. This stuff is awesome. If there’s red Loctite on the bolts, than use some Acetone to dissolve the Loctite, The PB blaster may even bust though the Loctite, but not sure.

hey thanks dmx just got back from installing the hitch and used a impact socket those bolts came off like nothing took about 30 min to install. impact diffently the way to go!!!
 
I bought a Toyota Hitch and wiring harness off Ebay for $70 brand new in the box!!! Haven't installed it yet though. But I have air tools so should be no problem.
 
Hitch install update. I had to use PB blaster on all 4 bolts over a period of a week to finally get them all off. Even with an impact drill. My bolt too wouldn't go in very far. So I gave the hole a good squirt of PB blaster and gradually worked the bolt in and out till its all the way in now. I'll tackle the electrical later.
 
There's seems to be at least two versions of the OEM tow hitch (3 if you include the ones that come "through" the bumper).

There's Hitch #1 that has a horizontal bar and then the actual hitch receiver is welded perpendicular to the horizontal bar. This one hangs low in the center of the vehicle but the horizontal bar's ends are tucked a little further from view. The receiver also protects the wiring harness a little better.

Hitch #2 (which I believe is OEM also) looks like this. Note the receiver is the same height as the horizontal bar for higher clearance. Also note the wiring harness is exposed.

If you like hitch #2 and having trouble finding it. Reese makes one that is very similiar. I think I would just mount the wiring harness on either the frontside or backside... just not the bottom.
