Highlander with oil problem?

My wife drives an 06 Highlander hybrid. She has had all maintenance at a Toyota dealer. Recently, I decided to change the oil myself. The photo below is the oil fill site. It appears to have burnt oil on the inside.

THis is the best of several photos. Anyone seen this before? Is this a problem?
