So if I understand correctly, the HIC valve on the inside of the air cleaner on an FJ60 both routes vacuum to the HAI diaphram when cold (to pull air from around the exhaust manifold) and allows a little bit of air to seep into the intake manifold when hot to increase the idle speed. I just installed a non-USA air cleaner on the passenger's side fender and there's nowhere for this thing to go. Is it really that important? Would it be safe to just run without it? Is a non-USA carburator designed a little differently to be able to run without the thing? From what it seems like it might be kind of important... Thanks!
