Help with fender flares (1 Viewer)

I just purchased a '99 Land Cruiser that has the optional (I think) fender flares. The rear wheel flares come in two parts. The forward part of the rear wheel flares are not sitting flush against the body of the truck and there is almost a 1/2 inch of travel. Simply put, they are very loose. I'm a detail-oriented person and this will soon drive me insane. Is this a problem the simple layman can fix or is this a trip to the body shop. All help is greatly appreciated.
 
Those are held onto the body with a series of clips and screws. There is some double sided tape on the edge of the rubber "gasket" that fits up against the body. You can get some of this tape from NAPA or autozone or whatever. Just ensure its made for body panels and not some stuff one would use for crafts.
