Head unit lights out

The lighting on my climate control and clock panel turns off instead of dimming. Also all the buttons on the head unit will flicker when I cycle the headlights on but won’t stay on. Thinking I need to replace but not sure if the issue could be in the harness.

Yes car is on and running. All buttons work but no lights except the touch screen.

Why? Shouldn’t the clock panel draw less power when it dims?
