Grinder won't come up to full speed

Have a 1 hp Delta 10" grinder. It's a beast.
Yesterday it was running fine. Turned off, then later hit the "on" switch and now will only run at - not even 1/2 speed.
Good continuity in the power cord. Source AC is o.k. Switch seems o.k. too. Capacitor? Assume it's a run capacitor? Don't have a multimeter that can test for farads, however. What else could it be?
And DON'T say the motor. I can't afford to buy another one.

Never mind. Figured it out. Had put on a wire wheel and it just binds. Didn't think anything could overcome that 1 HP motor, but it did. Now to figure out how to run the wire wheel.
