Need to clue a piece of thick rubber to a metal plate (sanding surface of a palm sander). Any suggestions on the best glue to do this?

Barge cement. Best contact cement there is. It's what most professional cobblers and leatherworkers use.

spray adhesive is like barge in a spray can....they key is to use any type of contact cement. the stuff in your old bicyle tube repair kit (if it hasn't hardened will work too)
