FZJ cone washer on flange cover WILL NOT pop free. Ideas why?

I checked my lock nuts on passenger side, no issues. Driver side will not release the cone washers. I have used brass hammer extensively, tapped with steel extension on ends of studes, I PB blasted them 3 times, then tapped all around flange and on studs each time........ left them over night........... tried again today, none will pop loose. Wheel is off, circlip is off, nuts and washers on flange studs are off. But the cone washer are stuck. Never seen this before. Normally they come out pretty easy. Any help appreciated. Thanks! I do not have this tool..... OTC 7077 Axle Stud Cone Pliers. Will needle vise grips work or just smash stud threads in the end?

pic? we talking a cone washer in a hole correct? I've smacked the crap outta old ones but have always gotten them out.
Hit the side of where that cone is.. i'd put the nut back on the stud tho.. otherwise you might spend time looking for it later.
Second solution, use a very small flathead, tap it into the split in the cone washer. then wiggle it around and around till it comes out.

Hammer on the side of the flange always works for me. Once I started going that I never went back to brass and the tops of the threads.
 
Air hammer - flat tool on low power has never failed me.

Hammer on the side of the flange always works for me. Once I started going that I never went back to brass and the tops of the threads.
I tried tapping all the way around flange and no luck. That has worked for me in the past! Thanks J.
