I was having issues getting fuel to the carburetor so I installed a new pump. Now that I have fuel getting to the carburetor the bowl will not fill, the fuel just sits in the line. Do I need to rebuild the carburetor? I don't believe I have a fuel shut off solenoid because there's no wires going to the carburetor so that shouldn't be a issue. I do have rust hole in the fuel line coming from the pump to the carburetor so it could be a pressure issue. Anybody have any idea what's going on?

I would think that a rust hole in the fuel line from the pump to the carburetor will have an impact on fuel delivery. I might address that.
Also, you can get to the needle valve by just pulling off the top of the carb. Make sure it's not stuck closed.
 
needle valve stuck on the inlet of the carb?
are you are leaking gas out the line thru the rust holes in the line between the pump and carb??
 
Fix fuel leak first. Maybe the float is stuck - thump the carb semi-hard with a rubber mallet in several directions. Use the pee tube on the carb spray can and try to inject some spray into the fitting.
