Front Sway Bar Bushing Bolt Free Spinning

Looks like the tack welded threads inside the frame came loose on my front sway bar inner bolt. I can still thread the bolt in and out but it won't seat tightly.

What can I do? I'm thinking drilling a hole through the top of the frame and installing a bolt/nut through the entire thing.

Thoughts?

Cut it off and install nutsert? Once cut off you may be able to push the broken captured but out of way and install a nutsert. Not sure I'd cut frame to access that.
