Was cleaning up the frame with a needle scaler and hammer to do a coat of Corroseal and found a bad spot on the bottom rear frame. It was a 1/2 inch drain hole and looks like it was clogged up and rusted out around it.

Top, bottom and sides are good. What is the best way to patch this. I have a flux core inverter welder which I am quite competent with. I will rust convert and Fluid film the inside.

Should I cut out and butt weld a 3/16 patch or lap weld overtop?

I would surmise you'd have to cut around and maybe put a proper plate in? I am not a welder in any means, just a WAG.
