Welp; returning to this thread with my head hung low... it was a fuse... Fuses were checked at the outset, but I read the diagram wrong, and was looking at the wrong row.... FML. Problem resolved. Lesson learned.

The redeeming thing here is when one faces their mistake they seldom make it again, feel free to ask me how I know this. Congrats on solving the issue.
 
I am able to get my hands on the fog light through a gap, but the female wire clip won't release from the bulb. It looks a little different than the headlights. Any tricks to freeing the bulb from the wires?

Does it feel like the retention tab is releasing?
Push the connector further together as much as possible before trying to squeeze the tab. Lots of these get grit and stuff in the tab preventing it from releasing. Further compression helps the edges clear.

Beyond that you may need to open up more of the fender liner to get better access for compressed air or prying.

Thanks! I couldn’t get good leverage on the release tab. At the end, what made the difference was a pair of 12” forceps squeezing the tab which allowed me to use the free hand to pull the plug. I found shaking the plug around to free the grit helped too. And yes, like others have commented, I cut my hand in the process.
 
I think I removed 6 clips in total. I was able to put both hands inside the bumper with one holding a flashlight and the other manipulating the bulb. It was a pain and I scratched my arms to hell.

Worst part was I was installing a yellow LED and didn't like it so immediately re-installed old bulbs again.
Why didn't you like the yellow LEDs? I just ordered a pair.....🤔
