Flooding FJ80

Hey we're stumped...if you've got any good ideas we'd really appreciate it.

Got a 97 FJ80 when the motor's cold it starts and runs 100% of the time no problem. But occasionally when the motor is warm and it's been shut off for at least 10 minutes when we go to re-start it acts like it's flooding out and won't start. We think it's flooding out because when you hold the accelerator to the floor it helps and there is deffinatley fuel vapors comming out of the exhaust pipe. When it does start it immediately runs great. And idles fine. This happens 25% of the time when you try to start it warm.

Dealer ran it for codes and nothing showed up, they replaced the EGR control valve but didn't fix. It's got 190,000 miles. Checked the valve clearance 2yrs ago when I replaced the head gasket, looked good.

Any suggestions??

Others have posted failure to start issues being due to faulty fuel pump relay. The fuel pump relay switches the power feed to pump between low voltage and high voltage. If the high voltage mode fails to properly operate, the result is starting problems.

This would not be consistent with a flooded engine, but would be consisten with the opposite, that is insufficient fuel to start.
 
On a 3FE this would be the classic symptom of a failing Fuel Pressure Regulator. Not sure about later years.
