Flat Tire ?

So, I was out riding earlier this week when my front tire went flat. I pulled out the flat kit from my bag but then remembered I had given my buddy my last co2 cartridge and I was destined to push my bike a mile and a half back home. I took the wheel off and noticed the small strip of rubber that protects the spokes had broken in half and probably allowed the tube to contact the spoke and pop it. Question is, is it repairable? or do you just get a new one?

Two wraps of electrical tape would also solve the problem. But "rim strips" are less then 10 bucks. I have never been able to fix one as they mostly tear at the valve stem and there's not much material to try and mend back together.
 
I'm not a fan of the rubber rim strips. you don't say whether you are on high (road) or low (mtb) pressure tires, but higher pressure tires need something a little better in my opinion. I have used a couple wraps of strapping tape (tape with embedded nylon threads), but cloth rim tape is hard to beat. It won't break and leave you walking home.
