I am having trouble painting my flares every time I paint them they leave like water marks on them and look shocking once dried any tips that might stop this from happening would be greatly appreciated.
 
Sounds like some oils are coming out of the plastic make sure you use a degreaser to get rid of all oils and a good adhesion promoter
 
Edit** a good degreaser that removes silicone but watch out about using anything too strong like mek it will eat plastic
 
What sort of paint are you using? I agree with oh40 that proper cleaning to remove silicone and oils is a necessity, but it may also be an issue with the paint or primer you are using.
 
I had the exact problem with mine. I used every concievable product there was to clean them prior to painting. I finally picked up a can of spray "plasti Dip" at Lowe's or Home Depot. It covers perfectly and leaves the flares looking like new ones. It dries to a satin black finish.
