FJ40 Steering Center Arm

Have a 78FJ40 and rebuilbing Center Arm with CCOT kit. The kit seems to have parts that the OEM did not.

The kit comes with a felt washer and a cap (appears to go over the washer). |

Question: Do I need these parts or are they for a different year? And if I need these parts where do they go?

The felt goes into the cupped washer and then it is pressed into the bottom of the center arm housing. It prevents grease from coming out the bottom.
