FJ40 Rocker Attachment Question

Hi. Working on replacing a portion of my drivers side rocker. At the front of the rocker where it meets the cowl there was a bolt that fastened through a threaded plate (photo below). Does anyone know what these threaded plates are called or if they are sold? The original was just a bundle of rust. Also, my passenger side rocker appears to be welded to the cowl in addition to the bolted plate. Is this typical or should it just be welded or just be bolted? Thanks for any help. This is a 72.

I own a jan '72. Both welded (some) and bolted. Pic shows weld and welded nut on oem rockers I bought from the local Toyota dealer believe in the early 80's.
