Looks 'shopped to me. 40 hub caps are held on with spring clips on the wheel; I guess you could spot weld or rivet some on FJC wheels. Bolt pattern/hub size is the same BTW, but 40 wheels are only 15" so they would never fit on an FJC.

I Photoshopped them on from a shot that I took of my FJ40 rims. Its possible to fit the old landcruiser hubcaps to steel rims using modified vw clips. I just did it to the FJ40.
