Few ? during a swivel hub overhaul

Hi cruiser luvers,
Quick question: I have just been overhauling my swivel hubs on a HJ47 (82 model) and have a few differences between the the left and right hand sides

The left hand hub has a wedge shaped plate between the swivel hub body and the stub axle, the right hand side is missing this plate.

Also there was an extra shim on the right hand hub steering arm.

Are these differences likely from a previous owner doing a hub rebuild carelessly or would it have come from the factory like this?

The shim difference could very likely have come from the factory that way as the axle housings while appearing identical are often times far from that.
