ok first is if the out side of the birf has rust on it, say surface rust. its it junk?

second on the spindle if the brass "bushing" is loose as in i can take it in and out is there a problem?

The surface rust is not a problem as long as you don't see any issues with the internal surfaces of the "tulip" or the other birf parts. I'd clean it off as best you can, but wouldn't be concerned with a rough or discolored outer surface.

The spindle on the other hand, must be replaced. It's not staying in place as designed, which may allow it to rotate or slide which were not intended. The happy aspect of that is you can get the new roller bearing part that is a superior replacement without the hassle of getting yours out (usually they're pressed in tightly).

With clear water damage, I'd replace upper and lower knuckle bearings and races of course. If the outer axle spherical surfaces where the rubber/felt seal rides show rust, you should absolutely clean them up to avoid leaving any roughness that would wear on the seal as it rubs back and forth.

thanks Doug this isnt for a 80 its from a mini axle that im parting out,

just to be clear are you saying i can get a new brass part and press it into the spindle or the whole spindle is junk?

Yes, I believe you can get a new brass spindle bushing for that spindle. Might have to call Cdan to confirm and order to avoid the local dealer screwups.
 
I think I saw new brass bushings pretty cheap on Marlin Crawler's website.
