I am looking for a tool to create a lip on a fender. I need to trim the factory lip to allow for wheel clearance and would like to recreate a factory style lip. I have a panel flanger. Can I use it to make this? manybe a bunch of passes to shrink the metal?
 
i used a pair of pliers.. small incremental bends all the way around the edge created a lip sufficient enough to mount a flare..

If you take round stock, tack weld if into place on the inside, and use a hammer to round the metal it should work. On the corners and curves you might have to do some trimming. Then cut the welds, remove the stock, or leave it in there for strenght.
 
I've done this on my truck and someones fj40. Scribe out your new cut line, and another line about a half inch lower. Cut on the lower line, and use the top line as a guide for folding the lip. Then go along the entire edge with some pliers, bending it back a little bit at a time. It takes a few passes, but the results are a very smooth, factory looking lip.
