Factory wheel spacer?

Doing some maintenance on my new to me 04 LC. These look to be a wheel spacer? Factory maybe for the hideous (to me) 18" bling that came with this thing.
First question would be are they wheel spacers?
If so can I remove them if I go 16 or 17 inch wheels?

If they're factory wheels, I've never heard of "Factory Spacers", but again, I have two 1998 LC's.
As far as wheels, there should be no problem fitting a factory 16" or 17" wheel on an '04.
If you can, post a couple of pictures of what you're talking about.

If it's on the front wheel I suspect what you're looking at is part of the hub assembly. Kinda looks like a spacer, but it's not.
