Had my car warming up in my driveway (longer than it needed) and there was visible liquid on the ground. I looked under my 99 lx470 and noticed this just after the muffler towards the rear of the car. I imagine this is a leak? Best way to repair?

Normal condensation. We see more of as OAT (winter) drops.

Which is more an issue, with frequent idling and or short low speed drives. Which reduce life of mufflers and resonators, due to corrosion.

Wheeras, by limited idling and HWY only driven. Muffler could last a million miles. Due to higher flow rate and hotter exhaust gasses, pipes/muffler/resonator run dry.
