I'm replacing the exhuast manifold gasket on my 85 FJ60 and came across a couple issues with my EGR junk. I'm in PA and have emissions inspections so I can't desmog. Fist, the j-tube flange is almost completely separated from the tube so I plan to buy the stainless one from SOR unless someone talks me out of it. I also noticed that the flexible metal pipe connecting the EGR valve to the EGR cooler can rotate about 90 degrees where it connects to the EGR cooler (see red circle in the pic). The fitting that bolts into the EGR cooler isn't loose, but the pipe can spin in the fitting. Is this normal or another leak point? That whole area has all kinds of rust so I'd rather not play with it if I don't have to.

The flex tube has a compression fitting, so it should be tight so it won't leak.

SOR is mighty proud of that SS tube, so you might consider welding a new end on the one you have.
