Update on this,
The MMO helped, the engine now rotates freely.
The 2 dot marks on the cams will not line up when crank is at TDC
They are close but it looks to my untrained eyes that the exhaust cam is a tooth off.

Yep, off a tooth.

And what is the work around for this?
deal with it after the cam comes off?
try and line the holes up and put the service bolt in?
open to suggestion and thanks in advance!

Got the head off and to the machine shop, started cleaning up the cylinders.
Edit: this is apparently a known issue, did a search and read up on it.
