Installed new battery. Sometimes it starts other times it does nothing. If I shake the shifter it seams like it will start. Is it the starter or a switch.
 
A good first step is to check your fusible link. Has you replaced it yet? I’ve had the same problem. One of the wires broke and would not check for continuity. Replaced it and haven’t had any problems since.

 
Is that coming right off the battery?
Yes.

There are a few other things you can check.

Since you mentioned shaking the shifter, I would look at the NSS (neutral safety switch) for plug in and adjustment. If you don't have an FSM, get one and refer to it for adjustment.

After that, it could be the starter contacts inside the starter that they are getting worn and not working properly. Time for a starter rebuild or reman replacement.
 
I was experiencing something similar. Turned out the shifter was just coincidental. My battery connections were not secure. Tightened them up and the problem went away. Might not be your problem, but worth a check.
