Empty bolt hole in radiator

Can anyone confirm this hole is supposed to be empty and serves no purpose? I think it so you can mount the diesel LC version of the coolant reservoir tank.

I might cut it off to give myself a little more clearance for my latest project.

PS yes my coolant is low!???
I looked quickly last night for leaks but saw none....
It looked a little extra crusty near the lid....
But will have to investigate further....

On the 100 there is a single bolt right about there on the PS which secures the fan shroud to the radiator frame. Perhaps this is used on the 200 in other markets? It's not used on my 2013 either.
